The Village of Whitehouse has three issues on this year’s ballot. Below you will find a breakdown of information and language for each one. Included are a video explainer as well as detailed text, including some frequently asked questions, and links to resource documents.

Whitehouse Ballot Issue #3: Charter Change – Council Term Limits
What:
Ballot Issue # 3 asks voters whether “Any person elected to the office of Council Member for three (3) consecutive terms shall be ineligible for that office for the next term.” Currently, the Village Charter allows for an indefinite number of terms for the office of Council Member, whether consecutive or interrupted.
Why:
Currently, the Charter has no restrictions for the number of consecutive terms any person may serve as a Council Member. The proposed Charter Amendment would limit the number of consecutive terms any person can serve as Council Member to three (3).

Whitehouse Ballot Issue #4: Charter Change – Executive Powers
What:
Ballot Issue # 4 is a proposed amendment to the Village’s Charter:
SECTION 4.08 EXECUTIVE POWERS
(C) Except as otherwise provided by this Charter or the Whitehouse Municipal Code, the Mayor shall have the power to appoint, promote, transfer, suspend, reduce or remove any officer or employee of the Municipality except those required by this Charter to be elected or appointed; provided, however that such appointment, promotion, reduction or removal of officers provided for by this Charter and the heads of departments of divisions established pursuant thereto shall not take effect without the concurrence of a majority of the members of Council.
