Snow Plowing and Private Snow Removal
The Village of Whitehouse employees perform snow plowing duties when the snowfall is greater than two inches or icy conditions exist. Using up to six trucks, seven employees hold heavy equipment operators licenses and are trained in snow removal techniques. Certain streets are declared snow emergency streets and must be kept clear of all vehicular parking so that the snow can be removed in an orderly and safe manner. Please do your part to help Village employees maintain our streets!
Section 351.14 of the Whitehouse Codified Ordinances states in part as follows:
Upon the recorded snow fall of two inches or greater, no vehicular parking of any type shall be permitted on certain designated streets and thoroughfares within the Village for a period of eight hours following the snow fall.
The following streets are hereby designated as emergency snow removal zones during the prescribed times: Providence Street and Waterville Street, for their entire course within the Village limits.
Any vehicle remaining on the designated snow removal streets during the prohibited period shall be removed by towing at the owner’s expense and impounded as provided by law.
Whoever violates any provision of this section is guilty of a minor misdemeanor on a first offense; on a second offense within one year after the first offense, the person is guilty of a misdemeanor of the fourth degree; on each subsequent offense within one year after the first offense, the person is guilty of a misdemeanor of the third degree.
Home and Business Owners
Homeowners and business owners are responsible for snow removal on the sidewalks in front of their homes or businesses.
Section 521.06 of the Whitehouse Codified Ordinances states:
No owner or occupant of abutting lands shall fail to keep the sidewalks, curbs or gutters in repair and free from snow, ice or any nuisance. Whoever violates this section is guilty of a minor misdemeanor.
Section 909.11 states:
The occupants of each single, residential, commercial or industrial property and the owner of any multiple residential, commercial or industrial property or of any unoccupied or unimproved property abutting upon public walks or driveways, shall keep and maintain the same free and clear of snow and ice. Deposits of such material due to storms or other casualty shall be removed within twenty-four (24) hours of such deposit. No snow or ice as removed hereinabove shall be placed upon any street, public right of way or public lands. Whoever violates any provision of this chapter or of any regulation issued pursuant hereto, shall be guilty of a minor misdemeanor.
